Financed by public subscriptions, it was designed and built by Messrs Wooles & Carpenter of Warrnambool at a cost of four hundred and fifty pounds sterling and unveiled in the same year by the Shire President Cr G. L. Dennis who presided at the ceremony and invited the Premier of Victoria the Honourable H. S. Lawson to unveil the memorial in the presence of a very large crowd which consisted of the Mortlake Brass Band and local schoolchildren.
