In June 1923, Mr. Lucas, architect for the Horsham Shire Council informed the stained glass artist William Montgomery that his design for a Great War memorial window and Honour Roll had been approved. The Council accepted the cost of turned columns instead of pilasters at £7.10.0 extra, making the cost of woodwork for the Honour Roll, £43.10.0. Signwriting of names was quoted at £24.7.6, and the leadlight £88.15.0 (F.O.R.. Melbourne). Montgomery agreed to make minor changes at the Council's request, by replacing the A.I.F. badge in the timber pediment above the window with the Coat of Arms, 'Shire of Wimmera Horsham' and putting '1914' and '1918' at either side of the base. The Shire Secretary sent a list of 325 names on 11 November, which allowed for setting out the Honour Roll, but the large number meant an increase in the size of the Roll, incurring an extra £24 to make 'a fine piece of carving'. The window was removed from the Town Hall when it became the Horsham Art Gallery and was re-installed in one of the meeting rooms of the local Returned Services League.
