Roy was the eighth of nine children of Walter James Mitchell (b1890 in Delorraine, Tasmania) and Paulene Wishart (b1891 in Perth, WA). Walter (a Butcher) and Paulene married in 1911 in Perth WA where they settled and raised their family. Walter was a Butcher, and died in 1941.

Roy enlisted in the RAAF in November 1942 and was a Leading Aircraftman (Service No:82642) attached to Station HQ Pearce when he was Discharged in May 1948. Older brothers Walter and Sydney also served in WWII.

Following his Discharge, Roy settled in Perth WA where he worked as a Panel Beater and in 1960 married Kathleen Beatrice Slavin (nee Strahan; b1926 in Perth, WA). Following Kathleen's death in 1968, Roy continued working as a Panel Beater, and in the mid 1970s remarried. By 1980 Roy was working as a Welder. He died in 2014.
