Francis was born in Townsville on 13 Aug 1895, son of William Jempson and Mary Shapland.
Private Jempson enlisted in Townsville on 27 Nov 1916 and embarked from Sydney per HMAT A18 “Wiltshire” on 7 Feb 1917.
He served on the Western Front with the 25th Battalion and 2nd Machine Gun Battalion.
He returned to Australia on 23 Mar 1919. He was a railway night officer.
