Allen was a public servant with the Department of Commerce when he joined the 53/3 Battalion (militia) in Canberra in November 1936. He married the following year and he and his wife lived in Currong Street, Reid. By 1940 Allen had been appointed as a Lieutenant with 3 Battalion but after joining the AIF in July 1941 he was posted to the Ordnance Corps as an officer. He served in the Middle East during 1941 and Papua in 1942 when he was promoted to Captain. After the war Allen resumed his public service career and by 1953 was the Ceremonial and Hospitality Officer in the Department of Prime Minister and Cabinet.
