The youngest of twelve children, Clive was born in 1908 in Fremantle WA to Richard Beale Carter (b1863 in Devonshire, England) and Lucy Agnes Kilgraston Grant (b1866 in New Zealand). Richard (a Draper) and Lucy married in 1886 in New Zealnd where they lived until moving to Lancashire, England in 1890 with their children. Richard was a Draper, and he emigrated with his family to Fremantle WA in 1900. Richard was a Draper and Merchant in Fremantle WA, and made regular trips to Lancashire, England with his family.

Clive was working as a Shop Assistant in Fremantle WA in 1933 when he married Doris Elizabeth Clarkson (b1905 in Fremantle WA) -  Doris was working as a Shop Assistant in Fremantle WA. Clive and Doris settled in Fremantle, and Clive was an Accountant in October 1940 when he enlisted in the ACMF (Corporal; Service No:W17185). He was attached to 5 Pay Corps (AAPC) when he Discharged in April 1942 to enlist in the AIF (Corporal; Service No:WX21455). Clive was Discharged in July 1948 and enlisted with the Regular Army Special Reserves (RASR).

Clive and Doris settled in Fremantle WA and raised their family and worked as a Draper. He died in 1989 and Doris in 1997.
