Joe became a senior Public Servant in WA after the War, and was involved in the Ord River Dam Project, the Northwest Cape development of Harold E. Holt Naval Station, and upgrading Public Works in the North West during the mining booms of the 60s and 70s.

Joe was heavily involved in the St Vincent de Paul Society and helped establish a treatment centre for alcoholics.
