Harley was the third of four children of Arthur Powell (b1870 in Boyanup, WA) and Mary Stinton Ecclestone (b1872 in Picton Junction, WA). Arthur (a Blacksmith) and Mary married in 1897 in Bunbury, WA. In 1904 the family moved to Northam, WA where Arthur was a Blacksmith.

Harley completed a Bachelor of Science (Agriculture) at UWA, where he was a Cadet. He joined the Department of Agriculture in Perth as a Civil Servant - starting as an Advisor. In 1933 he married Hilda Drabble King (b1907 in Fremantle, WA) - Hilda had studied in Perth and was a Teacher in Orange, NSW. Harley and Hilda settled in Perth, where Harley was Superintendent of Horticulture with the WA Department of Agriculture. He served in the ACMF from March 1942 - August 1945 and was a Private (Service No:W48323) attached to 1 (Perth) Battalion VDC.

Harley and Hilda lived in Perth where Harley was a Civil Servant with the Department of Agriculture. He died in 1995 and Hilda in 1999.
