Son of George Archer Offer and Hannah Elizabeth Offer of Queens Park, Bedford, England.

At the time of enlisting his address was given as Edward Street, Brisbane, QLD later moving to Victoria on discharge where his addres was given when re-enlisting as C/- Federation Seamans Union, Melbourne.

Commenced return to Australia, first time, 29 May 1917 aboard  HT Bulla disembarking on 1 July 1917 at Melbourne for onward travel to Brisbane

Commenced return to Australia, second time on 6 May 1919 aboard HT Kaiser-i-Hind disembarking on 19 June 1919 at Sydney
