Victor was the eldest of two children of George Stanley Davis (b1892 in Karuah, Port Stephens, NSW) and Gladys Irene Cornell (b1891 in Penrith, NSW). George was a Labourer when he enlisted in the AIF in 1916 (Private; Service No:1289). He married Gladys within a few weeks of his Discharge in 1920 and they settled in Swan Bay, Karuah NSW. George was an Oyster Farmer.

Victor and his brother Ronald followed in their father's footsteps and worked as Oystermen in Swan Bay. Victor served in the ACMF (February 1942 - May 1944) and was a Private (Service No:N455349) attached to 2 A Serv TD when he was Discharged.

Victor continued worked as an Oysterman in Swan Bay, Kaluah and in 1953 married Marjorie Neil Pratt (b1931 in Newcastle NSW - Marjorie was a Factory Worker in Kaluah. The couple settled in Swan Bay where Victor was an Oysterman. He died in 2002 and Marjorie in 2006.
