Walter was the fourth of seven children of Robert Bertram Eglington Montogmery (born 1852 in Northumberland, England) and second wife Mary Davis (born 1854 in Gloucestershire, England). William, an Ironworks Labourer and Excavator, and Mary were in Ringarooma, Tasmania when their marriage was registerd in 1918.

Walter was a Labourer at Ringarooma, Tasmania in October 1916 when he enlisted with the AIF as a Sapper (Service No:6885), and served with Miners' Reinforcements, 1st Anzac Entrenchment Battalion and 3rd Tunnelling Coy. He was WiA in France in 1918 (Gassed) and was Discharged in September 1919. Brothers Wallace (Service No:1162), Arthur (Service No:355) and Alexander (Alex, Service No:2482) also served in WWI.

Walter returned to Tasmania and worked as a Labourer in Speryton and Branxholm, and in 1922 married Emily Winifred Sainty (born 1899 at Ringarooma, Tasmania). Walter worked as a Labourer at Ringarooma and served with the ACMF as a Private (Service No:T31085) with 30 Garrison Battalion from 1942 to 1943. Walter and Emily relocated to Launceston where Walter worked as a Wood Contractor and Labourer. Walter died in 1979 and Emily in 1984.
