Harvey was born in Melbourne, Victoria in 1917, youngest of three children of Thomas Philip Lynch (b1871 in Eaglehawk, Victoria) and his second wife Jane Harvey Rowe (b1885 in Daylesford, Victoria). Thomas was Widower with four children when he married his sister-in-law Jane in Melbourne in 1914. Thomas started work with Victorian railways as a Messenger, and then was a Clerk in Melbourne, where he and Jane settled and raised their family.

Harvey was working as a Jackeroo/Farm Hand on Trelawney at Collarenebri in New South Wales when he enlisted in the Army. Following his Discharge, Harvey was a Grazier at Travena in Bellata, and in 1950 in Brisbane married Derres Lynette Johnson (b1924 in Warwick, QLD).
