Des was the second of eleven children of Victor Arnold Stuart Fraser (b1897 in Railton, Tasmania) and Eileen Elizabeth Barker (b1901 in Penguin, Tasmania). Victor (a Butcher's Assistant) and Eileen married in 1921 in Rocky Cape, Tasmania. They lived in Burnie, Wynyard, and Stanley where Victor worked as a Butcher. By 1936 the family had moved to Tarraleah, where Victor was a Labourer.

In 1943 Des enlisted in the Australian Army (Private; TX14464/T28179 and was attached to 1 A/L Group when he was Discharged in April 1946. In March 1946, Des was in Cairns, QLD when he married Gladys May McKinley (b1925 in Longreach, QLD).

Des and Gladys settled in Emu Bay, Tasmania where Des worked as a Boliermaker. Gladys died in May 1993 and Des in June 1993.
