James Wilfred Hughes was born on the 2nd of September 1881 in Renmark, South Australia, Riverland. he grew up in the nearby area of Paringa. 

Even after the war, James kept trying to make a difference. In the late 1920s, there were big problems with getting fresh water in Pargina and nearby areas. People were talking about building water systems or digging wells. James believed there could be fresh water under Parigna and probably shared those thoughts with the community. He knew how important water was for farming and everyday life.

James passed away on the 24th of October 1958.
