Arthur was the twelfth of thirteen children of George Albert Grover (b1855 in Middle Swan, WA) and Margaret Watkins (b1857 in York, WA). George (a Railways Fettler) and Margaret married in 1877 in Beverley WA where they settled and raised their family.

Arthur worked as a Farm Hand in Beverley, WA and in 1921 married Hilda May Batt (b1897 in Jarrahdale, WA). Arthur and Hilda settled in Beverley WA where Arthur was a Farm Hand when he enlisted in the ACMF in March 1943. Arthur served as a Private (Service No:W26825) and was attached to 10 Garrison Battalion when he was Discharged in November 1946. Brothers Alfred James (Service No:2829 and W56469) and Percy Robert (Service No:6517), and son Victor Francis (Service No:WX22813) also served.

Arthur re-enlisted in the Army and he and Hilda settled in Kelmscott until Arthur retired in the mid 1960s. The couple moved to St James in Bentley, Perth WA - Hilda died in 1968 and Arthur in 1993.
