William was the youngest of twelve children of Charles Jesse Bishop (b1869 in Northam, WA) and Hannah Burton (b1875 in York, WA). Charles (a Labourer) and Hannah married in 1892 in York WA where they resided most of their lives. Charles worked on construction of the railway line from Clackline to Spencer's Brook, and later was a Farmer in Qualen and Greenhills District.

William was a Prospector in York WA in 1941 when he married Gwenneth Violet. He enlisted in the RAAF in July that year, and was a Leading Aircraftman (Service No:415112) attached to 1 Wireless and Gunnery School when he was Discharged in December 1941. William then enlisted in the Australian Army (Corporal; Service No:WX7652). He was attached to 2 Infantry Specialist Group when he was Discharged in November 1945.

In July 1944 William Divorced Gwenneth, and following his Discharge he settled in Melbourne, Victoria. William died in 1964.
