A Bank Officer with the Bank of NSW, Cecil Jnr was the second of four children of Cecil George Palmer (b1887 in Leicestershire, England) and Valentine Grant Carter (b1890 in New Zealand). Cecil Snr (a Teacher) and Valentine married in Fremantle WA in 1911 and lived in Claremont, Perth and Northam where Cecil was a Teacher. Cecil died in 1928 and Valentine settled in Claremont to raise her sons.

Cecil had worked in Carnarvon WA as a Bank Officer and was in Claremont living with his mother and siblings when he enlisted in the Army in May 1940 (Sergeant; Service No:WX2749). Cecil was attached to 2nd/16th Infantry Battalion, promoted to Staff Sergeant and served in the Middle East (Syrian Campaign - Latani River) and in New Guinea (Owen Stanley and Gona Campaigns). Cecil was Discharged in January 1947. Brother Geoffrey served in the RAAF and was KiA in 1945. 

In December 1944 Cecil married Margaret Florence, and the couple settled in Claremont, Fremantle WA where Cecil was a Bank Manager. In 1951 he completed studies at The University of WA. Cecil died in 1997 and Margaret in 2014.
