Hugh was the fourth of eight children of Adolph Henry Meyer (b1889 in Sydney, NSW) and Jessie Florence Gray (b1886 in Melbourne, Victoria). Adolph (a Labourer) and Jessie married in 1908 in Sydney, NSW. Adolph worked as a Builder's Labourer and Dock Labourer and by 1916 the family had moved to Jarrahdale, WA where Adoph worked as a Greaser/Mill Hand. In 1916 Adolph enlisted briefly in the AIF (Private; Service No:4089) and was Discharged as Medically Unfit after six weeks. By 1931 he and Jessie had moved their family to Carlisle in Perth, WA where Adolph was a Labourer.

In February 1940 Hugh was a Saddler in Perth, WA when he enlisted in the Australian Army (Private; Service No:WX10525). Hugh served with 2/16 Infantry Battalion in Timor (8 December 1941 - 16 December 1942), New Guinea (6 September 1943 - 18 February 1944), NE Indies (2 June 1945 - 1 December 1945) and in Darwin, NT (6 October 1941 - 5 December 1941). He was Discharged in February 1946.

Returning to Perth, WA Hugh lived with his mother and siblings in Carlisle where he worked as a Mill Hand and Machinist. Hugh died in 1966.
