Robert was the youngest of two children of Albert Lindsay Flegg (b1883 in Melbourne, Victoria) and Alice Lily Dodds (b1886 in Melbourne, Victoria). Albert (a Gas Meter Maker) and Alice married in 1907 in Melbourne, Victoria where they settled and Albert worked as a Gas Meter Maker and Sheet Metal Worker. In 1929 the family moved to Fremantle, WA where Albert worked as a Gas Meter Maker.

Robert played football for the WAFL (West Perth) from 1934 to 1938 and worked as a Gas Meter Maker. In 1942 he married Eunice Ellen Buchanan (b1920 in Perth WA) and the couple settled in Mt Hawthorne in Perth WA. In April 1944 Robert enlisted in the ACMF (Private; Service No:W37976) and was attached to 2 Battalion VDC.

Robert and Eunice lived in Perth, WA where Robert worked as a Gas Meter Maker. Eunice died in 1980 and Robert in 1999,
