Roy was born in 1920 in Perth WA, the youngest of eight children of William (Bill) Payne (b1872 in Ballarat, Victoria) and Harriet Lacey (b1876 in Kyneton, Victoria). Bill (an apprentice Orchardist) and Harriet married in 1899 in Nyngan, NSW and were in Melbourne, Victoria in 1900 when their eldest child was born. By 1902 the family had moved to Karridale near Busselton in WA where Bill was a Farmer (vegetables and dairy) and Labourer. The family then moved to Woodlands farm in Yallingup, then Quindalup. In 1912 Bill and his eldest son went ahead to Perenjori WA to look at farming opportunites, and worked as contract land clearers and well sinkers. Harriet and the other seven children followed the next year and the family settled at Coliban Farm in Perenjori. In 1914 Bill's crops died and he moved his fmaily in to Carnimah where they lived in tents while he was contracted to collect and deliver mail, bread and supplies. Bill also worked on contract clearing land for other farmes, share cropped and cut, carted and sold sandalwood (Carnamah Historical Society and Museum).

Roy was working as a Farm Hand on Coliban Farm in Perenjori in  April 1941 when he married Kathleen Rita Page (b1917 in Toodyay WA) in Northam, and in July 1941 he enlisted in the ACMF (Private; Service No:W42873). Roy was attached to 11th Battalion when he enlisted 'in the field' at Moora WA in the AIF in June 1942. Roy served (Private; Service No:WX29714) in Darwin NT (10 March 1943 - 4 March 1944) and was attached to 11 Battalion when he was Discharged in March 1944.

After the War, Roy and Kate settled at Perenjori where Roy took over Coliban Farm from his father and was a Farmer until he retired and moved to Joondalup. Roy died in 2003 and Kathleen in 2017.
