Stephen was the son of Stephen Jacob Walker (b1866 in Spring Bay, Tasmania) and Agnes Walker Smith (b1890 in Longford, Tasmanai). Stephen Snr (a Farmer at Detention River) and Agnes married in 1905 in Rocky Cape, Tasmania. 

Stephen worked as a Labourer in Rocky Cape where he married Mona (Biddy) Aileen Nolan (b1915 in Detention River, Tasmania) in 1937. They settled in Montumana where Stephen was a Labourer when he enlisted in the Australian Army in July 1940. He served (Lance Corporal; Service No: TX3877) with 2/40 Infantry Battalion in Darwin (17 November 1941 - 7 December 1941) and Timor (8 December 1941 - 27 September 1945). Stephen was reported Missing on 25 April 1942 and confirmed as a Japanese PoW in Java on 15 June 1942 - with other Allied PoWs Stephen was moved between camps - Makasura, Tanjong Priok, the Bicycle Camp and Glodok Goal. He was reported 'safe in Allied hands at Batavia' (National Archives Australia) on 25 September 1945 and returned to Sydney Australia that month. He was admitted to the Repatriation Hospital and Discharged on 3 October 1946.

Stephen and Biddy settled in Penguin, Tasmania where Stephen died in 1966. Biddy died in 1988.
