The eldest of four children, Tom was born in 1904 in Perth WA to Fleming (Joe) Allison (b1859 at Digger's Rest in Bulla, Victoria) and Lucy Jane Brown (b1869 in London, England). Joe (a Motorman) came to Perth WA in the late 1890s, and Lucy (a Housemaid) emigrated in 1896, arriving in Albany WA on board the Port Melbourne. Joe and Lucy married in 1903 in Perth WA where they settled and raised their family. Joe worked as a Motorman until his death in 1921.
Tom started work as a Draftsman with Metropolitan Water Supply and in 1934 married Olive Maud O'Shannessy (b 1912 in Perth WA). Tom and Olive settled in South Perth where Tom was a Construction Engineer with Metropolitan Water Supply in 1942 when he enlisted in the ACMF (Private; Service No:W62061) with 2 Battalion (Fremantle) VDC. He was Demobilised at the end of hostilities in 1945.
Tom and Olive remained in South Perth where Tom was a Construction Engineer. Olive died in 1986 and Tom in 1995.
