Son of Griffith Owen and Catherine Owen nee Williams of King Street, East Fremantle, WA.

Brother of Griffith John Owen who returned to Australia on 8 April 1918 having served with the 28th Battalion.

Commenced return to Australia on 16 June 1919 aboard HT Ormondes disembarking on 24 July 1919

During 1920c William married Kathleen Maude Hackett in Claremont, WA
