Bart was the second of five children of Edward Eustace Manning (b1886 in Perth WA) and Kate Hogarth Baker (b1884 in Hobart, Tasmania). Edward - a Dairyman - and Kate married in 1909 in Perth WA, The family lived in Jandacot, Victoria Park and Cannington in Perth, where Edward was a Dairyman, Stock Agent and Farmer.
Bart was an Electrical Engineer in Perth in 1940 when he married Valerie Bolt Hewitt (b1918). Bart enlisted in the Australian Army (Private, Sapper; Service No:W33692) in August 1940 and was attached to 56 Field Park Coy when he was Discharged in September 1942.
Bart and Valerie settled in Perth where Bart worked as an Electrical Engineer. Valerie died in 2018.
