Clem was the youngest of eight children of Isaac Smith (b1879 in Geraldton, WA) and Amelia Victoria Okely (b1884 in Northampton, WA). Isaac (a Baker's Assistant) and Amelia married in 1904 in Geraldton, WA where they settled and Isaac worked as a Baker. Following Isaac's death in 1922 from Tuberculosis (TB) Amelia moved to Perth WA in the 1930s.

Clem was a Wicker Worker/Labourer in Perth WA in 1940 when he enlisted in the ACMF (Sapper; Service No:W5446) and was attached to 55 Anti Aircraft Coy in July 1942 when he Discharged to enlist in the AIF. Clem served (Gunner; Service No:WX130495) with 66 Anti Aircraft Coy and 16 Field Regiment. He was Discharged in November 1945.

In 1943 Clem married Leslie Jean Meldrum (b1924 in Fremantle, WA) - Leslie was a Photographer's Assistant in Fremantle, and also served in WWII.

Clem and Leslie settled in Perth WA - in 1947 Clem (a Panel Beater) was before the Perth Courts on a charge of stealing four horses and carts from the Metropolita Markets - he told the Mgistrate 'I felt that I would like a ride in a horse and cart' (Mirror; 11 Jaanuary 1947; p18). He was released on a good behaviour bond and ordered to pay restitution and costs. Clem was a Tramways Employee until the 1970s ,then he worked as a Labourer following Leslie's death in 1972. Clem died in 1996.
