James was the second of three children (and only son) of Walter Douton Mills (b1856 in London, England) and Emma Schneider (b1868 in Ebenezer, South Australia). Walter was a Mate on the Mary Blair when he arrived in Australia in 1884, and was a Master Mariner in 1887 when he and Emma married in Port Adelaide, South Australia. By 1900 Walter and Emma were in Fremantle, WA  and by 1906 had moved to Houpetoun on the Mary Ann Harbour in Carnarvon WA where Walter was the Wharfinger (Harbour Master). Following Emma's death in 1909, Walter remained in Carnarvon and in 1912 married Clara Ann Coulon. Walter retired in the early 1920s and settled in Perth WA.

James was a Bank Clerk in 1932 when he married Rose Elizabeth Allison (b1909 in Perth, WA) - Rose was a Typist. James and Rose settled in South Perth WA and in August 1941 James enlisted in the ACMF. He was a Private (Service No:W31923) attached to 5 Garrison Battalion Militia Coy when he was Discharged in January 1942.

James and Rose settled in South Perth WA where James was a Bank Manager. James died in 1962 and Rose in 1984.
