Eldest of three brothers who served in WWII, Private Frank James Oates (Service No:W30899 -  Trade Grouping - Intelligence) served in the ACMF with 5th Battalion VDC and 19 Garrison Battalion from 10 November 1940 to 28 July 1942.

Frank was born in Boulder, Western Australia in 1904, eldest of five children of Josiah Charles Oates (b1878 in Bendigo, Victoria) and Lily James (b1884 in Frome, South Australia). Josiah, a Miner at Whitehills in Victoria, went to the Western Australian Goldfields in the late 1890s and worked as a Machinist and Miner at Kamballie and Boulder. He and Lily married in Boulder in 1904, and James was President of the Boulder branch of the Australian Natives Association (ANA) and a Miner, Secretary and Accountant at Penian Mine in Meekatharra. In 1916 Josiah enlisted in the AIF (Sapper; Service No:5012). Following his Discharge in 1919, Josiah worked as a Miner at the Fimiston Mine in Kalgoorlie, and in 1922 he and Elizabeth moved with their children to Abba River, Tutunup via Busselton where, under the Soldier Settlement Scheme, Josiah was a Settler/Dairy Farmer. 

Frank was a Dairy Farmer at Abba River in Tutunup via Busselton and in 1933 in Busselton married Dorothy Amy Morris (b1910 in Sussex, England) - Dorothy had immigrated with her parents in 1912, arriving in Fremantle on board the Omrah and settling with her family at Abba River. Frank and Dorothy settled at Abba River, where they raised their family and Frank was a Dairy Farmer. He served as a Trustee of the Ruabon and District Progress Association and as producers' representative on  the Dairy Products Marketing Board. Frank died in 1996 and Dorothy in 2005.
