Reginald was the fourth of five children of Charles Joseph Kevin (b1874 at Jamberoo, NSW) and first wife Mary Ethel Waring (b1875 in Penrith, NSW). Charles - an Agent and Investor - and Mary married in Sydney NSW in 1900. 

Reginald wa a Clerk in Sydney, NSW in 1941 when he enlisted in the 8th Training Battalion (Private; Service No:N109706). In November that year he enlisted with 9 Pioneer Training Battalion (Private; Service No:NX53963) and was Discharged in 1942.

Reginald lived in Adelaide, South Australia where he worked as a Labourer. He died in Melbourne, Victoria in 1972.
