Lloyd was the youngest of five children born to Andrew PENN and Maud Hope FLETCHER in Geraldton, WA. His father had served in WWI and all three of his brothers enlisted in WWII.

Lloyd married Clara Elizabeth OLDHAM in 1937 (Swan district, reg. 81). She was known as Elizabeth or Bettie. They lived on Morrison Road in Midland Junction, and had five children.

Lloyd was 35 when he enlisted. It was documented that the first joint of three fingers on his left hand had been amputated at the time of his enlistment.

He was captured during an attack on German positions at Ruin Ridge on 22 Jul 1942. He was a POW on board the Italian transport ship Nino Bixio when it was torpedoed by a British submarine in the Mediterranean on 17 August 1942. The Nino Bixio was transporting Allied POWs from Libya to Italy. Lloyd was one of the 122 Australian POWs to survive the incident. 

While interned in various POW camps, he was engaged in road work for 10 hours a day.

Lloyd died on Boxing Day 1991, aged 81.
