Arthur was the third of four children of Arthur James Richards (born 1866 in Warwickshire, England) and Maria Keeling (born 1856 in Leicestershire, England). Maria had worked as a Net Maker and Warehouse Hand in Leicestershire and Arthur as a Coal Miner when they married in Leicestershire in 1884. They immigrated with their two children (Mary and Francis) in 1890, arriving in Brisbane, QLD on board the Taroba. The family lived in Ipswich, QLD where Arthur Snr was a Coal Minier until they relocated to Woolongong, NSW in 1895.

Born in Ipswich, QLD, Arthur was working as a Coal Miner in Sydney, NSW when he enlisted in the AIF in December 1915. He served as a Private (Service No:889) with 35th Infantry Battalion and 9th Light Trench Mortar Battery in France where he was WiA at Boulogne in 1917. As a result of his injury -  GSW to the thigh - his leg was amputated and he returned to Australia in July 1917. Arthur was Discharged in December 1917. Brother Francis Stanley (Private, Service No:224) also served in WWI and nephews Godfrey Stanley (Private, Service No:N248923), Ronald Charles (Flight Sergeant, Service No:403281) and Albert Ralley (Leading Aircraftman, Service No:63601) served in WWII.

In 1916 Arthur married Alice Mary Elsie Caban (born 1888 in Ellalong, NSW) in Sydney, NSW, and following Arthur's return from WWI they settled at Marrickville in Sydney where Arthur was a Gatekeeper.

Following Alice's death in 1944 Arthur remarried Margaret (Marj) Gilchrist and they moved to Dora Creek in Wyong, NSW. Arthur died in 1962.
