Born in 1924 in Melbourne Victoria, Joe was the youngest of five children of Christmas (Chris) Henry Winzar (b1885 in Oxfordshire, England) and Alice Esther Martine (b1891 in Tylden, Victoria). Chris immigrated with his parents and siblings in 1897, arriving in Albany WA on board the Orizaba. He worked as an Engine Driver in Perth, Mt Magnet and Kalgoorlie and was a Motor Mechanic in Boulder WA when he enlisted in WWI (Service No:252). Chris was a Fitter in Victoria in 1918 when he and Alice married. The family settled in Melbourne where Chris worked as a Fitter and Insurance Agent.

Joe lived in Melbourne with his parents following his service in WWII, and was working as a Plumber when he and Gwendoline June (b1928) married around 1952. The couple settled in Melbourne where Joe worked as a Plumber until his death in 1981. Gwendoline died in 2013.
