Richard was one of five children of Bernard Vincent O'Neil (b1900 in Melbourne, Victoria) and Louisa (Lucy) Reid (b1901 in Melbourne, Victoria). Bernard (a Carpenter) and Lucy married 1922 in Melbourne where they settled and raised their family.
Richard was working in Melbourne as an Improver - Process Worker when he enlisted in the RAAF in May 1944. He was a Leading Aircraftman (Service No:149033) attached to 1 Engineering School when he was Discharged in February 1946.
In 1950 Richard married Joyce Thelma Johansen (b1929) and the couple settled in Frankston, Victoria where Richard worked initially as a Fitter before becoming a Motor Mechanic in the 1960s. Richard died in 2009 and Joyce in 2011.
