Charles was born in 1911 in India, the fifth of six children of Albert Edward Flatman (b1872 in Hampshire, England) and Mabel Isadora Ensell (b1883 in Bengal, India). Albert (a British Soldier) and Mabel married in 1904 in Jhansi, India where they raised their family. Albert was a Carpenter in 1891 when he enlisted in the Army, and served in India as a Wheel Staff Sergeant with the Royal Artillery (Regimental No:85259). Both Albert (1925) and Mabel (1920) died in India.
In 1928 Charles arrived in Fremantle WA as a Student on board the Maloja. He settled in Perth and was working as a Contract Gardener in 1930 when he married Elizabeth Gray (b1910 in Scotland) - Elizabeth immigrated with her parents and siblings in 1927, arriving in Fremantle WA on board the Largs Bay. Charles and Elizabeth settled in Perth WA where Charles worked as a Gardener, Labourer and Contract Cleaner.
Charles enlisted in the Australian Army in November 1939 (Private; Service No:WX474). He served in the Middle East (1941/1942) and was attached to 2/11 Battalion 6 Division when he was Discharged in March 1945 to work as a Labourer for Pope Bros in Adelaide, South Australia. Brother Lawrence (Flight Sergeant; Service No:296756) also served in WWII.
In 1942 Elizabeth divorced Charles, and in 1944 in Adelaide, South Australia he married Alison Jean Dalgleish (b1917 in Adelaide, South Australia) - Alison was a Munitions Worker. The couple settled Adelaide South Australia, and in 1962 Charles was working for the Municipal Tramways Trust when he was admitted to the Royal Adelaide Hospital to have his right leg amputated - this leg had been fractured in 1940 during his service in the Army. Charles died in 1969 and Alison in 2002.
