Ross was the youngest of four children of Frederick Lancelot Lloyd (b1876 in Sydney NSW) and Catherine Susannah Wheatley (b 1877 in Melbourne, Victoria). Frederick (a Storeman) and Catherine married in 1901 in Sydney NSW where they settled and raised their family.
Ross worked as Bread Carter and Lorry Driver in Sydney and in 1940 enlisted in the Australian Army. He served (Private; Service No:NX23921) with 1 Comps ASC Ammunition Battalion and No 107 General Transport Coy AASC in the Middle East (14 September 1940 to 19 March 1943) and was promoted to Corporal in 1942. Ross was promoted to Sergeant in Darwin (21 March 1942 to 2 June 1944). Ross was in North Borneo (22 May 1945 to 3 August 1945) and was attached to 1 Corps Ammunition Park AASC when he was Discharged in November 1945.
In 1944 Ross married Edith Mabel Maisey (nee Sames; b1911 in Auburn, NSW) and following their Divorce in 1946 he married Enid Mabel Luscombe (b1912 in Sydney, NSW) - Enid was working as a Clerk in Sydney. Ross and Enid settled in Sydney where Ross worked as a Stone Mason. Enid died in 1980 and Ross in 2006.
