Walt was born at Welshman's Reef via Maldon, Victoria in 1922, seventh of nine children of William Lakey (b1887 in Bradford, Victoria) and Selina Lock (b1892 in Gowar via Maldon, Victoria). William (a Labourer) and Selina married in 1907 in Newstead via Castlemaine, Victoria and lived in Newstead and Welshman's Reef, where they raised their family and William was a Labourer and Woodcutter. In the 1930s the family settled in Maldon, where William was a Gold Miner with two of his sons at the Old Union Mine.
Walt worked as a Gold Miner in Maldon prior to enlisting in the Army and, following his Discharge, returned to Maldon where he worked as a Labourer. In 1977 in Maldon, Walt married Valerie Evelyn Levien (b1928 in Bendigo, Victoria), and they lived at Kangaroo Flat via Bendigo where Walt worked as a Labourer. Valerie died in 1993 and Walt in 2012.
