Norman enlisted at Melbourne on 10th July 1917 and he served within Australia till he embarked with the Australian Army Medical Corps on 4th August 1917. He was taken onto the strength of the 14th Field Ambulance in France on 14th November 1917 till being attached to A.I.F Headquarters in London on 20th January 1919. On 18th July 1919 he transferred to the Australian Army Service Corps and he was attached to the A.I.F Headquarters until he embarked for Australia on 10th June 1920. He was discharged from the A.I.F on 24th October 1920 as Medically unfit.
