Born in Leicestershire, UK Francis was the eldest of 2 sons of Arthur James Richards and Maria Keeling. The family arrived in Brisbane QLD on 5 December 1890 on board the Taroba, settling first in Brisbane QLD then moving to Woolongong NSW by 1898.

Francis married Ethel May Parker in 1909 and worked in Woolongong NSW as a Coal Miner before moving to Kurri Kurri NSW

Francis enlisted in the AIF on 13 June 1916 at West Maitland in NSW, and was a Private (Service No: 224) with 34th Infantry Battalion and then 3rd Division Light Trench Mortar Brigade.

Private Richards was Wounded in Action on 18 March 1917 in Boulogne, France, receiving serious Gun Shot Wounds to his abdomen. He was Discharged on 16 October 1917.

Francis returned to Kurri Kurri in the Hunter valley NSW, working as a Coal Miner before moving to Petersham NSW to work as a Labourer, and then to Coogee NSW working as a Watchman
