Son of John Thomas O'Sullivan and Rosanna (Rose) O'Sullivan nee Mellin of Archer Street, Toowong, QLD.
While awaiting demobilisation after the Armistice Francis studied at the Inns of Court, London.
Commenced return to Australia on 6 September 1919 aboard HT Euripides diembarking on 24 October 1919 at Sydney for onward travel to Brisbane

Francis was called to the Bar on 14 February 1922. He later practised as a solicitor and maintained a commission with the Australian Army Legal Department. He was still serving with the Department in 1940.
