Husband of Lillian Isabella Vernon nee Chandler of Hardy Street, Lilydale, Victoria. Howard and Lilian married during 29 January 1916 in Ballarat, Victoria

On 11 March 1918 Howard married Lena Needham Kimber in St Lukes Church, Deptford, London, England. E. Bernard Rae officiated. At the time of this marriage he gave his marital status as Bachelor. On 9 December 1918 Office Record London queried marriage to Lena and was later confirmed it was a bigamist marriage and had a daughter from this union
