William was born Flanigan at Colac, Vic - to Rosannah Flanigan - no father recorded on birth record, - he has two half-siblings - Beatrice Sarah & Ethel May Phillis, both born Batchelor.

He adopted the family name of his mother's partner - Robert Batchelor - who married Rosannah shortly after William's birth.
