Charles was born in approximately November 1893 to mother Elizabeth Plunket in the suburb of Burnley, Victoria. He grew up in Parkside, South Australia until his age of enlistment of 21 ⁸⁄₁₂ on July 15th 1915. Before embarking to join the B.E.F, Charles Plunket was late to 0630 hours parade in Tel el Kebir on February 22nd 1916 and was confined to the barracks for two days as due consequence.
Little after a month after arriving in Marseilles, France to join the B.E.F, Charles was posted as missing on July 20th 1916 - in the middle of the Battle of Fromelles. Later, on August 12th 1916, the Court of Enquiry declared his fate as 'Killed in Acton - 20th of July 1916'.
On enlistment, Charles was described as 23 years and 11 months (possible miscommunication of age), single, with a height of 5 feet and 11 ¾ inches, a weight of 144 lbs and a medium complexion with brown eyes and dark hair.
