Francis Frank Milligan was the third son of James Milligan of Garfield, Gippsland, Victoria to die during WW1. His older brother, 4547 Pte William Henry Milligan 60th Battalion was killed in action at Fromelles on the 19 July 1916. A much younger brother, 5376 Pte Joseph Lewellen Milligan, 21st Battalion AIF, was killed in action, 23 February 1917, aged 19. A third brother also served 6015 Sapper John Milligan 1st Tunnelling Company, and returned to Australia in 1918.

Francis enlisted at Cootamundra in 1916 and was living at Barellan in New South Wales at the time. He was killed in action near Polygon Wood, several witnesses state that he was wounded first and later killed by shellfire as he was sheltering in a hole or being carried back to a dressing station. He gave his mother living at Garfield as his next of kin, and his medals were forwarded to his father at the same address.
