Oliver was the fourth of seven children of John Paul (born 1852 at Kangaroo Flat, Victoria) and Margaret Parker Hislop (born 1856 at Sandhurst, Bendigo, Victoria). John was a Miner and he and Margaret lived at Walhalla in Victoria - apart from a brief period in QLD where son Robert was born in 1891. John was a Miner at Black Diamond in Walhalla when he died in 19o8, and Margaret moved to Melbourne before travelling to Kalgoorlie-Boulder in WA where she married Alexander Gordon in 1915. 

Oliver completed a three year apprenticeship with Long Tunnel Gold Mining Coy in Walhalla, and was a Blacksmith when he enlisted in the AIF in November 1916. He served as a Private (Service No:6870) with 22nd Infantry Battalion and was WiA in France (Gassed - severe). Oliver was Discharged in February 1920. Brother Henry (Private, Service No:2051) also served in WWI, and Oliver served with the ACMF (Private, Service No:353543) in WWII.

In 1917 in Melbourne, Oliver married Stella Margaret Rodgers (born 1891 in Inglewood, Victoria). After his return from WWI, Oliver did not work for a few years - he and Stella lived in Melbourne and Oliver was a 'Returned Soldier'. By 1927 he was working as a Blacksmith, and then variously as a Railway Employee and Labourer. Oliver died in 1969 and Stella in 1981.
