Cecil Escott Pamer Rowe served in the two World Wars in the Australian Army Medical Corp and as a Royal Australian Engineers.  He joined the RSL in 1919 in Victorria and in 1920 he transferred to the Millicent Sub Branch in South  Australia, here he served as assistant secretary for 1 half years he left in 1923.  Cecil then transferred to Port Lincoln sub branch in 1924 he served on the committee for 1 year. He was the Convenor of entertainment for the Back to Port Lincoln Committee, in 1936 he left Port Lincoln.  Transferring to St Peters in 1937, here he served as president for 2 years, treasurer for 6, and as secretary and social committees he served 2 years terms. St Peters reported that he was a hard worker for the sub branch, he was a delegate to the Sub Branch Conference,  Ceicil was on the Hospital Committee as well as a visitor both in hospitals and at homes.  He was the Sub Branches delegate on the St Peters Elderly Citizens Board. cecil also asissted the Women's Services Club.  He was a member of the St. Johns Ambulance Band.  In 1963 he was awarded a Life Membership of the RSL.
