Son of Eli Riggs and Rhoda Riggs nee Coward of Brooker Terrace, Richmond, SA. Brother of Elsie Jane Riggs, Vera Beatrice Lilian Riggs, Frederick Reuben Riggs, Kate Riggs, Arthur Henry Riggs, Alice Riggs, Alfred Ernest Riggs, Walter Riggs znd Annie Riggs
On 23 April 1920 Harrold married Hilda Annie Huggins nee Anderson in the Registry Office, Adelaide. Father of Betty Riggs and Yvonne Riggs
