Owen (known as Eugene) was born in Ireland of 9 November 1879. His occupation was a Locomotive Fireman.

He married Lucy CROTTY in London on 24 December 1904 and the couple had some nine children. The family migrated to Australia in 1910.

Owen joined the AIF on 9 August 1915 and was allocated service number 1698. He was initially attached to the 32nd Battalion. At enlistment, he declared he had 5 children. He initially served with the 32nd Battalion and served in the Middle East before being transferred to the 48th Battalion.

Travelling to England, he rejoined the 48th Battalion on the Western Front and in May 1917, was transferred to the ANZAC Light Railway Company. He is reported to have been gassed and suffered ‘shell shock’. He returned to Australia in 1919. He was awarded the British War Medal and Victory Medal.

Owen died in Adelaide on 29 July 1948 at the age of 72.
