Victor was the fourth of five children of Arthur Frederick Maxwell (born 1870 in Maryborough, QLD) and Isabella Bain (born 1871 in Maryborough, QLD). Arthur was a Miner when he married Isabella in 1891. In 1909 the family moved to Brisbane, QLD, where Arthur was working as a Labourer when he enlisted in the AIF (Lance Corporal, Service No:1769). Isabella had her husband and three sons serving in WWI. 

Victor was a Railway Cleaner in Brisbane when he enlisted in the AIF in June 1917, He served as a Private (Service no:3683A) with 11/4th Pioneers Battalion and 49th Infantry Battalion. Victor was WiA (Gassed) in France in 1918 and was Discharged in June 1919. Victor's father, Arthur Frederick (Lance Corporal, Service No:1269) and brothers Charles (Garf) Herbert (Stoker, RAN, Service No:2233); and Arthur Reginald (Private, Service No:3357) also served in WWI.

Victor returned to working for QLD Railways - as an Engine Cleaner in Brisbane in 1919, and a Fireman in Gympie, Cairns and Marreba. In 1933 he married Violet Muriel Richards (born 1900 in Ipswich, QLD) and they settled in Cairns until 1943 when they moved to Ipswich. By 1954 Victor was a Locomotive Driver. He died in 1971 and Violet in 1986.
