Frand was born and educated in Birchip Victoria. Member of public service commenced career as telegraph messenger in Birchip and later employed telephonist in Willis street Melbourne. Frank enlisted in the 7th Infantry Battalion in W.W.1 served in France. After the war became a postman. Sat his exams and out of 700 applicants Frank had the distinction of being 29th passed and he obtained distinction in 6th place. Became a clerk in Federal Taxation Department. In 1938 he toured Europe and was part of the Guard of Honour at the unveiling Villers-Bretonneux Memorial in France. He married Betty Alfreda Erwin. They had 2 children Frances and Bradley. He retired in April 1963. Moven to Mitcham Melbourne in 1950. Frank passed away in 1973 and is buried in Box Hill, Victoria.
