Thomas Elmer enlisted at the age of 25 and a half, he was unmarried and listed his mother as his next of kin. He had no criminal convictions, but he did have previous military experience, having served in the 6th Battalion Middlesex prior to moving to Australia. On 14 January 1915, Thomas officially joined the Australian Imperial Force, where he was placed in the 9th Light Horse Regiment, a unit known for its mounted troops who often fought in significant campaigns across the Middle East.

Thomas embarked from Adelaide, South Australia, on board HMAT a61 Kanowna on 24 June 1915. Thomas Elmer served in the Australian Light Horse and on 3 October 1915 joined his unit at Gallipoli, where he took part in the campaign. Following this, he fought in the Battle of Madhab and later became part of the Imperial Camel Corps Brigade, serving with them from 1916. Towards the end of the war, on 3 August 1918, he was transferred to the Anzac Mounted Division, continuing his service in the Middle Eastern campaigns.
