Son of John Augustus Costelloe and Emily Alice Amelia Meggs. Frank was born in Castlemaine Victoria on February 18, 1900.

He enlisted in the Australian Military on February 19, 1918 the day after his 18th birthday and in August embarked from Victoria aboard the S.S "Barambah". He was medically discharged on March 24, 1919 and was issued the Star Medal, the British War Medal and the Victory Medal.

Beloved husband of Violet Gursanscky, they married in 1923 and had two children during their marriage, a son and daughter.

Frank died on March 15, 1935 in Heidelberg Victoria at the age of 35 and is buried at the Fawkner Memorial Park Cemetery in Melbourne Victoria.
